Stronghold Power Systems is pleased to announce that the Coachella City Council has
approved a Municipal Utility Development Agreement establishing a public-private partnership to advance the development of the Coachella Municipal Utility (CMU).
This milestone agreement formalizes Stronghold’s role as the City’s development and
operations partner, responsible for the design, financing, construction, and long-term operation of energy infrastructure needed to support future growth in Coachella’s eastern service area.
The CMU initiative was originally authorized by the City in 2019 to enable the development of new energy infrastructure capable of supporting commercial and industrial expansion, including high-demand sectors such as technology and data centers.
Under the terms of the agreement, Stronghold will deliver a comprehensive, turn-key solution that includes:
Development and permitting of energy infrastructure
Construction of electrical delivery systems
Energy procurement and regulatory compliance
Ongoing operations and system maintenance
The project is structured to integrate energy infrastructure development with significant
customer demand, including a planned technology campus designed to anchor long-term
economic activity in the region. With revenue generation more than $21 million per year to the City of Coachella
“This agreement represents a significant step forward in bringing modern, scalable energy
solutions to Coachella,” said Stronghold Power Systems. “We are proud to partner with the City to support economic development, infrastructure investment, and long-term community growth.”
The CMU is intended to provide a flexible and responsive energy platform that can meet the
evolving needs of the City while enabling new opportunities for investment and job creation.
Approval of the agreement marks the beginning of the project’s development phase, during
which Stronghold and the City will advance planning, permitting, and financing activities
necessary to move toward construction and eventual operations.
